Jonathan Encarnacion

Jonathan Encarnacion is the Senior Vice President and Chief Retail Officer of Finanta Federal Credit Union, where he provides strategic leadership and oversight for the credit union’s branch network and lending operations. A seasoned executive with a diverse background spanning finance, healthcare, and community development, Encarnacion has built a distinguished career focused on advancing economic opportunity and organizational growth. 

Before joining Finanta Federal Credit Union, Encarnacion served as Senior Director at UPMC Health Plan, where he was instrumental in expanding the organization’s Medicaid program across the Lehigh Capital, Northeast, and Southeast regions of Pennsylvania. Earlier in his career, he led the Hispanic Center of Reading and Berks County (El Centro Hispano Daniel Torres), a nonprofit dedicated to promoting acculturation and self-sufficiency among individuals and families of Hispanic heritage. 

Encarnacion’s dedication to public service has been recognized through numerous gubernatorial appointments. In 2023, Governor Josh Shapiro appointed him Chair of the Board of Trustees for Wernersville State Hospital. He has also served in key advisory capacities under the Shapiro, Wolf, and Ridge administrations as a member of the Governor’s Advisory Commission on Latino Affairs (GACLA), where he has been a strong advocate for equity, inclusion, and civic engagement.

Beyond his government service, Encarnacion contributes his expertise to several community and regional organizations. He is Chair of the Berks Latino Workforce Development Corporation, Vice Chair of the Regional Foundation, and a Trustee of the National Civil War Museum. He previously served on the board of Pennsylvania’s Small Business Development Centers, further reflecting his commitment to strengthening local economies and supporting small businesses. 

Encarnacion earned a Bachelor of Arts in Sociology from Texas A&M University and a Master of Business Administration (MBA) from Alvernia University. He has also completed executive leadership fellowships at Johns Hopkins University and Harvard Business School.
