Keith Stamm

Keith Stamm is a workforce and education leader with 20 years of experience building strategic partnerships and leadership initiatives, strengthening regional talent systems and career pathways, and aligning employers, educators, and economic development partners to address workforce needs and drive long-term regional competitiveness.

As Director of Workforce Development at the Greater Reading Chamber Alliance (GRCA), Stamm leads strategic workforce initiatives that strengthen talent pipelines and address critical workforce challenges across Berks County’s key industries. He oversees regional employer-driven partnerships within the healthcare and manufacturing sectors, aligning business, education, and community stakeholders to advance workforce solutions that support economic growth. Stamm also leads GRCA’s National Talent Attraction Program, focused on attracting, retaining, and connecting talent to regional career opportunities.

Before joining GRCA, Stamm served as the director of counseling, advising, and career services at Harrisburg Area Community College (HACC), Lancaster Campus. In this role, he led student success and wellness strategies, along with enhanced advising models designed to improve student retention and completion. Prior to that, he was the career services director at Reading Area Community College where he focused on expanding experiential learning opportunities and building stronger workforce partnerships.

Stamm holds a Master of Science in Training and Organizational Development/Adult Learning from Saint Joseph’s University and a Bachelor of Arts in Psychology from Alvernia University. He is certified as an MBTI and Strong Interest Inventory practitioner and has earned a Credential of Readiness (CORe) from Harvard Business School Online.

Stamm actively contributes to the community by serving several educational, workforce, and non-profit advisory boards.
